“BLANKET” CERTIFICATE RULES FOR IMPORTERS OF REGULATED CHEMICALS

      U.S. Customs has created 'blanket' certificate rules for importers of bulk chemicals and chemical mixtures regulated by the Toxic Substances Control Act.

      The Toxic Substances Control Act is designed to protect human health and the environment by requiring testing and necessary use restrictions on certain chemical substances. These products must be identified on import entry documents.

      Customs port directors will consider the reliability of importers and their customs brokers in granting blanket certificates.

      A blanket certificate must be filed with a Customs port director on the certifying firm’s letterhead, with a list the products covered by name and Harmonized Tariff Schedule number. The letter must also identify the overseas supplier by name and address.

      Certificates must be annually renewed with Customs and they must be referred to when the importer makes an entry.
