U.S. CENSUS TO PROPOSE SED FORM CHANGES

   The U.S. Commerce Department’s Census Bureau plans to submit modifications to its paper shipper’s export declaration form to the Office of Management and Budget by the end of the month.

   The agency proposed the changes in the Federal Register on April 28.

   The changes to the paper SEDs, Form 7525-V, will conform to the data elements currently required to submit export commodity and transportation data in the Automated Export System, said Frank J. Korpusik of the Regulations, Outreach and Education Branch at Census’ Foreign Trade Division.

   The word “Exporter” in Box 1A of the SED will be amended to read “U.S. principal party in interest” to conform with the agency’s new definition of exporter.

   Other changes include:

   * The addition of spaces for shipment reference numbers.

   * In-bond numbers and entry numbers for in-bond shipments.

   * Hazardous material indicators.

   * Used vehicle identification numbers and vehicle title numbers.

   * Carrier identification codes.

   Spaces for telephone numbers and e-mail addresses will also be added to help staffers at the agency’s Jeffersonville, Ind.-based data processing center. This information will be helpful to resolve data errors, Korpusik said.

   In addition, Census plans to discontinue use of SED Form 7525-V-Alternate (Intermodal), which has been traditionally aligned with the ocean bill of lading. The agency said its studies indicate that the termination of this alternative SED form will have no impact on the ocean carrier industry.
