CUSTOMS TO TEST PAPERLESS AIR-CARGO MANIFEST IN NCAP

   U.S. Customs said that it plans to test a new paperless air-cargo manifest concept in a prototype of its future computer system, the Automated Commercial Environment.

   The prototype, the National Customs Automation Program, will allow air-cargo carriers to electronically submit their manifest information (Customs Form 7509) to Customs at least one hour before arrival of the aircraft in the United States.

   “Electronic filing of air cargo manifest information will permit Customs to electronically review the data prior to arrival of the carrier in the United States, facilitate cargo control and processing, and provide for electronic release of cargo,” the agency said in a general notice published in the Federal Register.

   The test, which is scheduled to start no sooner than Jan. 2, 2001, will last for a year. Customs maintains the option to extend it. Customs would like to receive comments from the air carrier industry about the test by Nov. 1.

   To participate in the test, air carriers must already be part of the agency’s Air Automated Manifest System. Although the test involves paperless manifest submissions, Customs also maintains the authority to request supporting cargo documentation for enforcement purposes, and will end an air carrier ‘s participation in the test for non-compliance.
