FMC creates online registration renewal system for foreign-based NVOs

Starting Aug. 3, foreign-based non-vessel operators currently registered with the U.S. Federal Maritime Commission will receive an email alerting them of their upcoming renewal dates and how to renew their registration using the online filing system.

   The U.S. Federal Maritime Commission (FMC) has developed an online system that allows foreign-based non-vessel-operating common carriers (NVOCCs) to file their registration renewals with the agency.
   The procedural change is part of a 2013 FMC final rulemaking concerning registration of foreign-based, unlicensed NVOs with the agency.
    Any foreign-based NVO not licensed with the FMC must file a registration Form FMC-65 (Foreign-based Unlicensed NVOCC Registration/Renewal) before performing services in U.S. foreign ocean trades. Registration for an unlicensed, foreign-based NVO with the FMC is effective for a three-year period. There is no fee to file.
   Starting Aug. 3, foreign-based NVOs currently registered with the FMC will receive an email notification alerting them of their upcoming renewal dates.
   “The email will provide instructions on how to renew registration using the online filing system, and include a unique user name and password to access the system,” the FMC explained. “Once logged in, the foreign registered NVOCC will have the option to self-renew its registration, or assign the renewal process to its tariff publisher or other third party filer.”
   The FMC warned that failure to renew a registration by filing Form FMC-65 through the new automated renewal system can result in the termination or suspension of an NVO’s registration.
   “With the implementation of this new electronic filing system, paper, email or facsimile renewals will no longer be accepted,” the agency said.
