Harbor Maintenance Tax bill favors short sea
Rep. Elijah Cummings, D-Md., has introduced a bill to exempt short sea intermodal cargo moving within the United States or between the U.S. and Canada on the St. Lawrence Seaway from the Harbor Maintenance Tax.
HR638 would not impose the tax with respect to cargo contained in intermodal cargo containers and loaded by crane on a vessel, or cargo loaded on a vessel by means of wheeled technology.
The exemption has been proposed for several years, and short sea advocates believe it could spur wider use of short sea shipping services.
