MTMC SEEKS TO CHANGE FREIGHT TRANSPORT PROCUREMENT PROCEDURES

   The U.S. Military Traffic Management Command has proposed to revise the procedures it uses to procure long-term, recurring freight transportation services from motor carriers and barge operators.

   The MTMC wants future procurement of freight transportation services to be governed by the Federal Acquisition Regulation. FAR would allow the MTMC to negotiate reduced rates for volume moves or for shipments on a recurring basis. the MTMC said it could and did use FAR exempt procedures for traffic based on government bills of lading and also for traffic based on FAR rates.

   The MTMC wants to use the FAR contract format and include required FAR provisions and clauses, including future procurements based upon, or similar to, the guaranteed traffic agreements that MTMC now uses under FAR exempt procedures.
