Commissioners for the Port Authority of New York and New Jersey Wednesday approved a $6.7 billion, 2009 budget that provides for $3.3 billion in capital spending.

Capital projects include modernizing and expanding the port authority's airports as well as its ExpressRail intermodal yards at the port's marine terminals to increase the use of freight movement by rail rather than by truck. Other major capital expenditures will be for work on rebuilding the World Trade Center, the PATH subway, and a new commuter rail tunnel beneath the Hudson River.
