Pacer shuffles Finkbiner, Shurstad to top spots

   Pacer International, a North American logistics and intermodal brokerage provider, has promoted Tom Shurstad to president and Tom Finkbiner as president of Pacer Stacktrain, which provides wholesale two-tiered rail transport for containerized shipments.

   Shurstad takes over the president’s role from Don Orris, who will remain chairman and chief executive of Concord, Calif.-based Pacer International.

   Finkbiner resigned his position on the Pacer International board of directors to replace Shurstad as head of the Stacktrain division. Finkbiner has extensive rail and trucking experience, first as vice president of intermodal for Norfolk Southern railroad and then as president and CEO of Tampa, Fla.-based Quality Distribution Inc., the nation’s largest tank truck motor carrier specializing in transporting chemicals and bulk food-grade products. Earlier in his career he held management positions at North American Van Lines and Airborne Air Freight.

   Finkbiner resigned from Quality Distribution under a cloud in June 2005 after the company was hit with a series of lawsuits and was investigated by the Securities and Exchange Commission for overstating financial results and questionable accounting practices. Quality also had to take a fourth-quarter charge in 2003 and restate its financial results going back to 2001 after discovering insurance violations at one of its subsidiaries. Quality said at the time that a manager failed to renew insurance policies but still collected premiums from independent truckers and falsified reports without authorization.

      Finkbiner is also chairman of the Intermodal Institute at the University of Denver.
