SEN. HUTCHISON RECOMMITS TO COGSA
Sen. Kay Bailey Hutchison, R-Texas, told American Shipper Friday that her support for a revised Carriage of Goods by Sea Act (COGSA) had not flagged.
'The present draft of the revision “is a good first step” which gives hope that “we may be able to move an amended COGSA this year,” Hutchison said.
“There is still much work before us,” she said. “I and my staff have encouraged those with specific concerns to raise them now. I intend to continue to work with all those involved to draft a bill that can be embraced by a broad majority in Congress.”
Hutchison said she saw no conflict between COGSA and the Ocean Shipping Reform Act.
“Indeed, as OSRA encourages greater use of contracts of carriage, a reformed COGSA will provide an important baseline for individual negotiations, and an important protection for small shippers,” she said.
