SHIRLEY, MARAD’S AGRICULTURAL CARGO PREFERENCE DIVISION CHIEF, DIES

   Lance Shirley, chief of the agricultural commodities division in the U.S. Maritime Administration’s Office of Cargo Preference, died Jan. 17 at his home. He was 64.

   Shirley joined MarAd in 1980 and worked in the agency’s Title XI financing operation. In 1993, he transferred to the Office of Cargo Preference. Prior to joining MarAd, Shirley headed distribution for several food warehouses in the private sector.

   “He knew the in-depth aspects of the cargo preference program for agricultural commodities,” said Thomas W. Harrelson, director of MarAd’s Office of Cargo Preference in Washington. “He did a wonderful job. We’re going to miss him terribly.”

   “Lance was one of the cornerstones of the cargo preference office at MarAd,” said Robert M. Goldman, chief of the transportation and commodity division at the U.S. Agency for International Development. “He had a strong love for the American merchant marine.”
