St. Louis shipper fined for air cargo hazmat violation

The U.S. Federal Aviation Administration has proposed a $54,000 civil penalty against St. Louis-based Carboline Co. for allegedly violating federal hazardous materials transport regulations.

   The U.S. Federal Aviation Administration (FAA) has proposed a $54,000 civil penalty against St. Louis-based Carboline Co. for allegedly violating federal hazardous materials transport regulations.
   The FAA said Carboline on Sept. 15, 2016 shipped a cardboard box containing two pails of flammable paint to FedEx for overnight delivery from St. Louis to Elmendorf, Texas. The box was transported on a FedEx flight from Memphis to San Antonio, Texas.
   At the FedEx San Antonio facility, package handlers discovered the shipment had leaked and there were no clips used to secure the paint can lids.
   Upon investigation, the FAA also found that the shipment had no dangerous goods declaration from the shipper, and was improperly classed, described, marked or labeled. In addition, Carboline failed to provide any emergency response information with the shipment.
