A private developer has started construction on a speculative cargo terminal at Milwaukee airport with the goal of bringing more direct air cargo service to shippers in Wisconsin.

Milwaukee airport wants to redevelop a former Air Force reserve base into an air cargo hub. Officials believe they can capture some shipments from Chicago O’Hare airport.
