A bipartisan group of U.S. House and Senate lawmakers see export controls as a means to punish those Chinese officials and companies involved in human rights abuses in western China and Hong Kong.

The U.S. and China have reached a deal that will prevent additional U.S. tariffs on Chinese imports from going into effect on Dec. 15.

Dry bulk carriers outperformed the S&P 500 by a significant margin today, with Star Bulk Carriers, the largest publicly traded fleet in the segment, gaining 5.1% on the day.
