HAZMAT VIOLATION NETS $247,500 FINE

   'The Federal Aviation Administration has proposed to assess a $247,500 civil penalty against American Airlines for offering an unmarked oxygen generator to Federal Express for transport by air from New York to Tulsa, Okla. Such an offering is a violation of federal hazardous material regulations.

   Chemical oxygen is classified as hazardous material. FAA said the package was offered to Federal Express on Aug. 21 without being properly classed, described, packed, marked and in condition for shipment at the time.

   The shipment was carried on a Federal Express flight from JFK Airport to American’s maintenance center in Tulsa, where American personnel discovered the violation. In addition, American failed to provide response information, and failed to ensure that each of its HAZMAT employees was properly trained.

   American Airlines has 30 days from receipt of this enforcement letter to respond, FAA said.'
