NTSB names Spencer to direct marine safety office
The National Transportation Safety Board has appointed John Spencer as director of its Office of Marine Safety, said Mark V. Rosenker, acting chairman of the NTSB.
Spencer was vice president of technology for the American Bureau of Shipping (ABS), in Houston.
