STB votes not to dismiss Guam ocean carrier rate complaint
A complaint filed last year by the government of Guam against three ocean carriers over rates has sufficient justification to proceed to a full hearing, the Surface Transportation Board voted unanimously Thursday in Washington, D.C.
Guam brought the complaint against Horizon Lines LLC, American President Lines Ltd., and Matson Navigation Co., challenging the reasonableness of those carriers' rates, rules, classifications and practices for transportation.
The board is undertaking a three-phase approach to the complaint, chairman Roger Nober said in a statement, of which Thursday's decision was the first. The board will now address an appropriate methodology for assessing reasonable rates, and finally will decide the merits of the complaint.
