USTR OUTLINES VIETNAM-U.S. TEXTILE QUOTA FOR 2003-2004
The U.S. Trade Representative has published the Vietnam-U.S. textile quota agreement, in effect from May 1 to Dec. 31, 2004.
Under the agreement, Vietnam will issue visas to all exported products that are subject to quotas.
The agreement also calls for each party to provide adequate information for regulatory authorities to enforce the textile quota and allow for plant visits to verify production claims.
“If Vietnam discovers circumvention, it shall investigate and inform the government of the United States of the result,” the agreement said. If violations are found, the United States may reduce Vietnam’s relevant quota “by an amount not to exceed the quantity of circumventing product.”
