REP. DOOLEY INTRODUCES BILL TO DEBATE U.S.-CUBA RELATIONS
Rep. Cal Dooley, D-Calif., introduced a bill last week to provide for the “sunset” of the Helms-Burton (Libertad) Act by next March.
Dooley’s legislation, H.R. 5616, would allow for a full Congressional debate on Helms-Burton, and a re-examination of U.S.-Cuba policy.
Helms-Burton codifies all existing Cuban embargo executive orders and regulations. It also denies admission to the United States by individuals or companies involved in the confiscation of U.S. property in Cuba, or in the trafficking of confiscated U.S. property in Cuba. It also allows U.S. nationals to sue these individuals for money damages in U.S. federal court.
“I strongly believe the best way to support democratic change and human rights in Cuba is by promoting trade and travel,” Dooley said in a statement.
