Chertoff wins unanimous Senate approval
The U.S. Senate confirmed Michael Chertoff as secretary of homeland security by a vote of 98-0. He will take over a massive department undergoing second-anniversary growing pains associated with the merger of nearly two dozen agencies responsible for security and emergency response.
In his 2006 budget President Bush offered several proposals for streamlining agency programs, expanding the size and scope of the policymaking apparatus and implementing a new performance-based personnel management system.
