Commerce sets duties for Chinese washing machines

The U.S. Commerce Department’s International Trade Administration said Whirlpool Corporation (MI) was the petitioner for the investigation on the dumping of large residential washing machines into the U.S. market.

   The U.S. Commerce Department has made its final determination for antidumping duties on certain large residential washing machines from China that have been sold in the United States at less than fair market value, the U.S. Commerce Department’s International Trade Administration (ITA) said.
   For purposes of this investigation, the ITA gave a detailed description on what the term “large residential washers” includes, along with what types of parts used in these washers are also covered in the investigation.
   Commerce calculated a final dumping margin of 32.12 percent for Nanjing LG-Panda Appliances Co., Ltd (LG); and 52.51 percent for Suzhou Samsung Electronics Co. Ltd. and Suzhou Samsung Electronics Co. Ltd. – Export (collectively, Samsung). All other Chinese producers/exporters received a final dumping margin of 44.28 percent for these products.
   “As a result of the final affirmative determination, Commerce will instruct U.S. Customs and Border Protection (CBP) to collect cash deposits at the final rates, effective on the date of publication of the final determination in the Federal Register,” the ITA said. “For Samsung and the China-wide entity, CBP will be instructed to discontinue the retroactive imposition of provisional measures on entries of certain washing machines on or after April 27, 2016, and before July 26, 2016.”
   Whirlpool Corporation (MI) was the petitioner for the investigation.
   The International Trade Commission (ITC) is scheduled to make its final injury determination in the investigation “on or about” Jan. 23, the ITA said. If the ITC makes an affirmative determination that these imports from China harm the domestic industry, Commerce will issue an antidumping order. If the ITC makes a negative determination, the investigation will be terminated.
