TARGET DATE FOR ISA IMPLEMENTATION JUNE 17
A U.S. Customs official said Wednesday the target date to implement the Importer Self-Assessment program, a voluntary approach to trade compliance, is June 17.
Albert Queen, a Customs regulatory audit trade liaison specialist, told attendees at a BDP International trade compliance seminar in Philadelphia that applications for ISA, a replacement of Customs’ Importer Compliance Monitoring Program, will be available on the Internet after review and signing off by Customs Commissioner Robert Bonner, Deputy Commissioner Douglas Browning, and Deborah Spero, assistant commissioner of Customs’ Office of Strategic Trade.
Queen said that the application period for ISA membership would take 90 days after an importer’s submission of the application.
Membership for ISA is based on an importer’s participation in the Customs-Trade Partnership Against Terrorism, Queen said, adding that one program does not substitute the other.
“Even though the two programs are close together, they are separate,” Queen said.
ICMP was a Customs test that was announced in 1998, and was intended to promote importer compliance with Customs laws and regulations pertinent to cargo processing.
