U.S. CUSTOMS PROPOSES SINGLE ENTRY FOR UNASSEMBLED, DISASSEMBLED IMPORTS
U.S. Customs proposes to amend its rules to allow importers, under certain conditions, to submit a single entry for so-called “split shipments” of unassembled or disassembled imports.
The agency’s rules currently do not authorize the filing of a single entry to cover multiple portions of unassembled or disassembled imports arriving in the United States with the same carrier at different times on separate conveyances. When this occurs, importers must submit separate entries for each arrival. This is common in air cargo transportation.
Customs’ proposed regulations would allow single entry filings for:
* Shipments not capable of being transported on a single conveyance, but is bought, invoiced and classified under a single provision of the U.S. Harmonized Tariff Schedule.
* Arriving portions of the shipment consigned to the same person in the United States.
* Portions of a shipment that arrive in the same U.S. port within 10 days of the date when the first portion arrives.
The proposed amendments would implement statutory changes made to the merchandise entry laws by the 2000 Tariff Suspension and Trade Act.
