The Port Authority of New York and New Jersey’s board of commissioners on Thursday confirmed Patrick J. Foye, New York Gov. Andrew Cuomo’s recommendation to be the executive director of the bistate agency.

At its monthly meeting, the board also authorized $13.8 million for pre-construction work related to an intermodal container transfer facility at the Greenville railyard near the Global Terminal in Jersey City, N.J.
