Advance manifest rules still await sign off
New rules requiring air, rail and truck transportation providers to electronically provide shipping data in advance of arrival at the border could be issued by the end of November, said John Considine, director of cargo verification for the U.S. Bureau of Customs and Border Protection.
The follow-on to the so-called 24-hour advance notice required for ocean shipments originally was advertised for publication by Oct. 1. Customs Commissioner Robert Bonner in September said he hoped the rules could be issued by the end of October.
The rules drafted by Customs are being reviewed by the Office of Management and Budget. Customs must give Congress a sneak preview of the rules 15 days before they are published, leaving Considine hopeful that a late November target date can be met.
