AFRICAN TRADE DEVELOPMENT ACT TAKES AFFECT

   A final ruling has been issued by U.S. Customs for the African Growth and Opportunity Act (AGOA) which extends duty-free treatment under the Generalized System of Preferences for sub-Saharan African countries designated by the president.

   The amended act, which became effective Oct. 1, covers non-textile articles normally excluded from GSP duty-free treatment that are not import-sensitive; and the entry of specific textile and apparel articles free of duty and free of any quantitative limits.

   Customs will receive comments on the interim rule through Dec. 4. Address comments to The Regulations Branch, U.S. Customs Service, 1300 Pennsylvania Ave. N.W., Third Floor, Washington, D.C. 20229.
