BUSH ADMINISTRATION SENDS LOY NOMINATION TO SENATE

   The Bush administration has forwarded its nomination of James M. Loy to undersecretary of transportation for security to the Senate for approval.

   Since July, Loy has been acting under secretary of transportation for security. If approved by the Senate, Loy will replace John Magaw, who resigned the post, for a five-year term.
