Bush promotes TSA chief Loy to No. 2 DHS post
The White House said President Bush intends to nominate Adm. James Loy, who now heads the Transportation Security Administration, to become deputy secretary of homeland security under Tom Ridge.
The Transportation Security Administration is one of 22 agencies within the Department of Homeland Security.
The number two spot at DHS has been open since September, when President Bush reassigned Gordon England to be Secretary of the Navy.
Top candidates to replace Loy as head of TSA include deputy TSA administer Stephen McHale and Loy's chief of staff, Carol DiBattiste, according to a DHS source.
