Census to require Kimberley Process Certificate number for AES
Starting on June 15, the U.S. Census Bureau will begin requiring the Kimberley Process Certificate number for rough diamonds exports and re-exports to be filed through the Automated Export System.
As a member of the international Kimberley Process, the United States only permits certified rough diamond exports and re-exports to countries that are also members. The certification requirement is contained in the U.S. Clean Diamond Act.
To comply with the act, Census amended its Foreign Trade Statistics Regulations on Oct. 20, 2003, to include requirements for the mandatory electronic filing of rough diamond export declarations in AES. Census is now amending the regulations to require the reporting of Kimberley Process Certificate numbers in AES.
