CLAPP SWORN IN AS FEDERAL MOTOR CARRIER SAFETY ADMINISTRATOR

   Joseph M. Clapp was sworn in Friday as the first administrator of the U.S. Department of Transportation's newest agency, the Federal Motor Carrier Safety Administration.

   Clapp, who was confirmed by the Senate on Sept. 26, was chairman of Roadway Services Inc. He served as chairman and chief executive officer since 1987. He also served as chairman of the Transportation Research Board of the National Academy of Sciences, was a member of the Federal Highway Research Coordinating Committee and was chairman of the Regular Common Carrier Conference and chairman of the American Trucking Associations Foundation.
