Coast Guard reopens comment period for barge numbering rulemaking

   The U.S. Coast Guard has reopened its comment period for a proposed rulemaking regarding numbering of undocumented barges.

   Congress passed the Abandoned Barge Act in 1992 to help bring an end to the use of abandoned barges as illegal sites for dumping trash and hazardous cargoes. The act required numbering of undocumented barges measuring more than 100 gross tons operating in the United States. Congress said the numbering system should help to identify parties responsible for illegally abandoning barges.

   The Coast Guard published its original proposed rulemaking for numbering undocumented barges on Jan. 11, 2001. The agency set its new comment deadline for Nov. 10.
