DHS general counsel to leave

   Department of Homeland Security General Counsel Joe D. Whitley has resigned, the department said Monday. He was the department’s first chief legal officer. No departure date has been determined.

   Whitley oversaw the integration of 1,500 attorneys from 22 different agencies after DHS was created in 2003.

   His departure continues the high turnover among top officials at the department since November.
