The Port Authority of New York & New Jersey names chief security officer, USA Truck appoints vice president of maintenance, TIACA adds two new members to its board of directors, and the Los Angeles Board of Harbor Commissioners adds new member.

   The Port Authority of New York & New Jersey has named acting chief security officer John Bilich as the agency’s permanent chief security officer. Bilich formerly served as a NYPD deputy commissioner of operations, and was also previously chief investigator in the Manhattan and Brooklyn district attorney’s offices.

   Van Buren, Ark.-based trucking company USA Truck Inc. has appointed Jeff Harris as vice president of maintenance. A 25+ year plus veteran of the industry, Harris has held multiple levels of responsibility in technician and maintenance training, shop operations and compliance, most recently serving as director of maintenance of the Central Region for Swift Transportation.

   The International Air Cargo Association (TIACA) has added two new members to its board of directors – Ramesh Mamidala and Sanjeev Gadhia.
   Mamidala is chief executive officer of Celebi Delhi Cargo Terminal Management Pvt. He has over 22 years of air cargo experience.
   Gadhia is founder and CEO of Astral Aviation Ltd, as well as vice chairman of the African Airlines Association (AFRAA) Cargo Task Force.

   The Los Angeles City Council confirmed Lucia Moreno-Linares to the Los Angeles Board of Harbor Commissioners, replacing Patricia Castellanos, who recently stepped down. Moreno-Linares began her career at the Family Federal Credit Union in Wilmington, Calif. in 1983, where she became operations manager in 1987 and CEO in 1992. In September 2016, Family FCU merged with Self-Help Federal Credit Union, where Moreno-Linares currently serves as branch manager.
   Previously, she served on the Harbor Watts Economic Development Corp., the Wilmington Senior Citizen Center Task Force, the L.A. County Small Business Commission and the L.A. Harbor Area Planning Commission. In addition, she founded Wilmington Business Watch and Vecinos Unidos Neighborhood Watch.
