Guttierez names deemed export advisory panel

Norman Augustine, retired chairman and chief executive officer of Lockheed Martin Corp., and Robert Gates, former CIA director and current president of Texas A&M University, will serve as co-chairmen of a committee tasked with providing the Commerce Department with policy advice on controlling the export of technical expertise.

   Commerce Secretary Carlos Gutierrez on Tuesday appointed 10 other academic and business leaders to the Deemed Export Advisory Committee. Transfers of knowledge about items with dual military and civilian uses to foreign nationals can be deemed as controlled exports under U.S. law. The Commerce Department is charged with ensuring that foreign nationals that work for U.S. companies or research institutions do not have ties to countries that are considered threats to produce or spread technology for weapons of mass destruction or their delivery systems. Companies must apply for licenses to share technical know-how with foreign nationals.

   Other committee members include John Engler, president of the National Association of Manufacturers and former three-term governor of Michigan; Gen. John Gordon, a former CIA deputy director; Sean O’Keefe, chancellor of Louisiana State University and former head of the National Aeronautics and Space Administration; and several other university leaders.
