INS WANTS ITS OWN VESSEL MANIFESTS

   The U.S. Immigration and Naturalization Service has proposed requiring marine carriers, both cargo and passenger, to electronically submit to the INS detailed information about all persons on board vessels coming or departing the United States.

   This INS reporting requirement is in addition to similar reporting requirements imposed by other federal agencies.

   The INS wants manifests from each person on a ship that provide the complete name, date of birth, citizenship, sex, passport number and issuing country, country of residence, and when applicable, a U.S. visa number and place of issuance of U.S. visa, an alien registration number, and a U.S. address.

   Comments on the proposed INS rule should be submitted by Feb. 3, 2003. See 68 Federal Register 292.
