LOCAL RAIL PROJECTS LEFT BEHIND
The Federal Railroad Administration is withdrawing a notice of proposed rulemaking to implement the agency's Local Rail Freight Assistance Program.
FRA said amended rules are no longer necessary because the White House has not requested, and Congress has not provided, any appropriations for that program since 1995 and no new appropriations are anticipated.
