MPA bars two suppliers from renewing bunker licenses

The Maritime and Port Authority of Singapore did not renew the bunker supply licenses of Panoil Petroleum Pte Ltd and Universal Energy Pte Ltd when they expired on Aug. 31.

   The Maritime and Port Authority of Singapore (MPA) did not renew bunker supply licenses of Panoil Petroleum Pte Ltd and Universal Energy Pte Ltd when they expired on Aug. 31, MPA said in a statement.
   In addition, Universal Energy’s bunker craft operator license was not renewed.
   As such, both companies are no longer authorized to operate as a bunker supplier and bunker craft operator at the Port of Singapore.
   Panoil Petroleum made unauthorized alterations on the pipelines of its bunker tankers and accumulated demerit points for non-compliances to the bunkering procedures, MPA said, while Universal Energy accumulated demerit points for delivery of bunkers that were severely aerated, as well as stoppages during bunker operations.
   The demerit points system is part of the Accreditation Scheme for bunker suppliers and was jointly developed by MPA and the Singapore Shipping Association. Annual renewal of the bunkering license is subject to bunker suppliers attaining the accreditation qualifications.
