Postal reform back on congressional agenda
Sens. Susan Collins, R-Maine, and Tom Carper, D-Del., have reintroduced legislation designed to reform the U.S. Postal Service and keep it viable.
The legislation gives the Postal Service Board of Governors authority to set rates for competitive products such as Express Mail and Parcel Post, as long as the prices do not result in cross-subsidy from market-dominant products, such as first-class mail delivery. It also attempts to simply the rate-setting process and sets caps on postage rate increases, among many structural and financial changes.
Companies such as FedEx and UPS would be protected by safeguards against unfair competition by the USPS.
