RSPA TO REVISE UNIFORM HAZARDOUS WASTE MANIFEST PROCEDURES

The U.S. Transportation Department’s Research and Special Programs Administration is considering whether to revise its rules pertaining to the use of the Uniform Hazardous Waste Manifest for these types of domestic shipments.

The agency proposal, which matches a similar proposal by the Environmental Protection Agency, would require a producer of hazardous waste who prepares electronic manifests for shipments to have either a physical copy of the electronic manifest or another document containing the information accompany the hazardous waste in transportation.

Under the Resource Conservation and Recovery Act and EPA rules, hazardous wastes are tracked from their producer to their final disposal sites. The central tracking mechanism is the Uniform Hazardous Waste Manifest.

RSPA will take comments from the industry regarding the rule change through Oct. 4. For more information, contact Michael Johnsen of RSPA’s Office of Hazardous Materials Standards, at (202) 366-8553.
