STB APPOINTS RUTSON
The U.S. Surface Transportation Board has appointed Victoria J. Rutson to chief of the board’s Environmental Analysis Section.
This section, which is part of the STB’s Office of Economics, Environmental Analysis and Administration, is responsible for the agency’s compliance with the National Environmental Policy Act and related environmental laws.
Rutson replaces Elaine K. Kaiser, who recently retired from the STB.
Rutson has been with the STB since its inception in 1996. From 1988 to 1995, Rutson worked at the former Interstate Commerce Commission. Her last position at the ICC was attorney-advisor of the Environmental Analysis Section.
She most recently served as project leader for the STB’s environmental review of the Dakota, Minnesota & Eastern Railroad Corp.’s Powder River Basin Expansion Project.
