U.S. COMMERCE CONTROL LIST TO MEET WASSENAAR OBLIGATIONS

   The U.S. Commerce Department’s Bureau of Industry and Security is revising its Commerce Control List to reflect the nation’s obligations under the Wassenaar Arrangment on Export Controls for Conventional Arms and Dual-Use Goods and Technologies.

   The revisions affect list categories 2-4, and 5 Part I (telecommunications); 5 Part II (information security); 6-8 and 9 to conform to changes in the list of dual-use goods and technologies maintained under the Wassenaar Arrangement.

   The United States and 32 other countries established the Wassenaar Arrangement to better control global trade in conventional arms.

   The U.S. government agreed to changes to the Commerce Control List during a Wassenaar Arrangement meeting in February 2002. The changes become effective March 5.

   Changes to the Commerce Control List regarding microprocessors were published by the Commerce Department in a separate rule on Jan. 14.
